Julia Manning, Chief Executive of 2020health spoke about how health is structured in Greater Manchester and other places, at the moment and the current problems and difficulties. Julia mentioned how changes made in the last few years, were criticised by some as causing increased fragmentation. She said one of the questions this new idea of devolving the NHS budget raises is "who is ultimately responsible?" Simply shifting who holds the money isn't going to release funds and efficiency by itself. Julia asks ultimately "what problem are we trying to solve?"

Anna Foster asked Julia whether broadly as a model should the NHS budget devolvement work? Julia pointed out that the timing of the announcement is very political. As the Conservative Party want more credibility, especially in the North. Julia ultimately questions "Will it actually work?"
