A three-year programme testing out Personal Health Budgets (PHBs) in the NHS ended with a final appraisal by the Department of Health in October 2012. PHBs have been piloted with some 1,300 patients initially, with plans for roll-out to 50,000 patients eligible for NHS continuing care by 2014. Professional bodies and healthcare charities are keeping a watchful eye on PHB developments, with some expressing concerns over budget-setting, double-running costs, accountability and potential inequalities.

The Government believes that the PHB scheme represents a culture-changing opportunity in the personalisation of healthcare. In time it is expected that PHBs will be offered to a much wider patient-base.
